建设创新型国家关键在人才。高等学校作为国家人才培养基地,其首要任务就是为国家培养更多更好的创新人才。为此,应以系统论的观点为指导,从建立适应培养创新型人才的目标体系、课程体系、教学制度体系、实践教学体系、保障体系五方面构筑高校创新型人才的培养机制,搭建创新型人才培养的平台。

The key to the constuction of a creative nation lies in the training of talent. We aim to train more and better creative talent for the country with universities and colleges being source of qualified personnel. Therefore in order to form a new system of training creative talent in higher schools , the system of target, curriculum, teaching regulation, teaching practice and the system of guaranteeting to fulfil teaching task that can be used to develop the talented persons should be set up under the direction of systematic standpoint.
