摘要
在石油管道行业中普遍采用APISPEC5L和GB9711.1、GB9711.2,但是对于具体的工程项目而言,这些标准一般不能满足全部要求,都需要制定附加技术条件,这就是技术规格书。在多个项目的技术规格书中发现了意义不明确、前后不一致、无法执行等许多问题。分析了国内一些主要的制定技术规格书的模式和产生这些问题的原因。提出了一些解决这些问题的建议。
The Standards like API SPEC 5L, GB9711.1 and GB9711.2 are widely used in oil pipeline industry. But these standards cannot generally satisfied all requirements in specific projects and need establishing additional conditions that is called technical specifications book. In the technical specification books of many projects exist a lot of problems of uncertain meaning, contradiction between the front and back as well as difficult implementation. So the paper analyzes main methods of establishing the technical specifications and the reasons causing these problems. At last some suggestions are offered to solve these problems,
