浙江省1996—2005年新增建设用地效率分析 被引量:3

摘要 尝试采用DEA方法测评浙江省11个地级市及69个县市1996—2005年新增建设用地的效率,进一步分析空间差异及其原因。结果发现:浙江省各地级市的新增建设用地效率普遍较低,11个地级市中除宁波市、湖州市和嘉兴市为DEA有效外,其余8个地级市均为DEA无效;69个县市新增建设用地效率的有效性也普遍较低,且区域差异明显。进一步将建设用地效率分解为规模效率、利用效率和纯技术效率,结果发现:利用效率和纯技术效率普遍较高,规模效率普遍较低,且与新增建设用地效率的有效性情况一样,呈现出自北向南梯度下降的趋势。规模效率是影响浙江省新增建设用地效率空间差异的主要因素。正是由于规模效率较低抵消了利用效率与纯技术效率较高所带来的影响,才造成近10年浙江省新增建设用地效率普遍较低的现象。因此,提高浙江省建设用地效率的有效途径是提高规模效率。 Using the DEA method, this paper evaluates the efficiency of expanded construction land based on the data from 11 cities and 69 counties in Zhejiang during 1996-2005. The results show that the efficiency of expanded construction land is relatively low in 11 cities,except Ningbo city,Wenzhou city and Jiaxing city,the rest are inefficient. Furthermore, the efficiency of expanded construction land is also low in 69 counties. Decomposing the efficiency into scale efficiency, congestion efficiency and pure technical efficiency. The results show that both the congestion efficiency and the pure technical efficiency are high,whereas the scale efficiency is low. It is the scale efficiency that determines the spatial difference of the expanded construction land efficiency. Scale efficiency is the principal factor which results in the low construction land efficiency among the three decompositions results. The findings shed some highlights on how to improve the construction land efficiency of Zhejiang at present.
