Discussion on Relationship between Chinese Government and Charitable Organization

论述了我国政府在慈善组织的发展中的主导地位及抑制作用。主张实现政府与慈善组织的分离,加大政府对慈善组织的资金和政策支持力度,完善政府对慈善组织的监督机制,通过法律和政策规范慈善组织的行为,充分调动民间资金和民众参与社会慈善事业,使政府真正成为发展慈善事业的主体。

The dominant position and inhibiting function of the government in the charitable organization＇ s development in China are discussed. It is pointed out that what the government should consider are to realize the separation of government and charitable organization; enlarge the government＇s support to the charitable organization by fund and policy; perfect government＇s surveillance mechanism to charitable organization; standardize the behavior of charitable organization through law and policy, and make it become the subject in developing philanthropy, by fully arousing nongovernmental fund and citizen to participate in social philanthropy, cause its full reassignment folk fund and the populace participate in the social philanthropy to become the man body of the development of philanthropy through legal and policy standard charitable organization＇ s behavior.
