摘要
分析新型农村合作医疗制度,认为新型农村合作医疗制度以自愿参加为原则,虽然政府以经济激励方式吸引农民加入,仍然面临农民不合作的局面。其中影响农民行为选择的原因主要包括:制度缺陷、医药市场、管理绩效以及个体因素。指出要解决农民看病难、看病贵问题,不仅需要强制建立合作医疗,还需要降低医疗价格,提高合作医疗的管理能力,使医疗资源真正可得、可及。
The problems existing in the new Rural Cooperative Medical System is discussed. It is considered that this system is established in the form of voluntary principle. Although the government attract farmers to participate in economic incentive, many farmers still hesitate and refuse to participate. There are some factors affect willingness to participation of farmer are pointed out, including system defects, medicine market, management performance and individual factors. To improve the farmer＇s status of it is difficult and expensive to see the doctor, it not only need to establish cooperative medical system, but is necessary to reduce medical prices and improve management capacity of cooperative medical care, and improve medical resources availability and access.
