The Report on Mineral Resource Development and Mine Environmental Protection in Guangdong Province

广东省矿产资源种类较多,优势矿产相对集中,有一批国内知名的大型或超大型矿区。近年来,广东省强化矿产资源管理,将矿产资源开发利用和矿山环境保护工作纳入统一规划、合理布局、科学开发、有序管理的发展轨道,成效显著。但也存在地质勘查投入严重不足,矿山企业规模偏小,开发与保护、破坏与治理矛盾尖锐,监管不利、《矿产资源法》不适应社会经济发展等方面的问题,建议尽快修改《矿产资源法》及其配套法规,加强对矿山环境治理和生态恢复问题的政策研究。

The mineral resources are a great variety in Guangdong Province,dominating minerals are relative concentration,so there are a number of domestic well-known large or super mining areas. The paper introduces the remarkable results that they have received in brining mineral resource exploitation and environmental protec- tion work into the orbit of unified planning,rational distribution, scientific development,and orderly management.However,there are still some serious problems,such as inadequate investment in geological prospecting;mining enterprises are comparatively small; the contradictions between development and protection,sabotage and governance are acute;'Mineral Resources Law'is not suitable for socio-economic development.The paper offers that'Mineral Resources Law'and other laws and regulations should be amended as soon as possible;policy research concerning environmental gov- ernance of mine and ecological restoration should be strengthened.
