基础设施的发展是建设工业大厦和增加农业产出的重要前提,是社会建设的重要组成部分。建国初期,毛泽东对发展新中国的水利、交通运输、邮电通讯、电力等公共基础设施作了一系列论述和指示,这一思想的提出及实践,对建国初期国民经济的恢复、新政权的巩固和人民群众公共服务需求的满足起了很大的作用。
