三峡集团公司应急管理信息系统的分析与设计

Analysis and design of emergency management information system for China Yangtze Three Gorges Project

随着应急管理作为公共安全领域的核心工作越来越受重视,建立覆盖突发公共事件预防、减轻、应急响应和恢复整个过程的应急管理信息系统,提升集团公司应急管理工作的水平,是应急管理工作的发展趋势。本文根据设计和开发集团公司应急管理信息系统的经验,在分析集团公司应急管理体系、应急平台体系和应急业务流程的基础上,提出了与之相适应的应急管理信息系统框架,并对应急管理信息系统建设中的关键问题进行了探讨,最后提出了建设信息系统过程中应注意的问题。

In modem society, emergency management is more and more important in public safety environment. Establishing an emergency management information system which can cover all kind of public events and can prevent or reduce the resulting consequence and make everything go back to normal is a trend of emergency management. A framework of emergency management information system was designed in this paper. This system was based on the experiences of existing China Yangtze Three Gorges Project emergency management system, and analyzed the emergency platform system and emergency management system. This papers also discussed the key problem of designing an emergency management system and gave some advices in the course of designing the system.
