摘要
为了使基于3C的科技企业孵化器绩效评价能够得到迅速的应用与推广,有必要检验并论证该理论与方法的系统性、科学性和有效性。文中实证分析的对象是长三角地区的10个TB I,在对其现状分析的基础上,构建了目标TB I绩效评价人力资源管理委员会,并由该委员会基于本地区及待测TB I的具体特征建立了TB I绩效评价指标体系;实施了待测TB I的数据采集、实际测评及其评价结果分析;给出了基于3C的TB I绩效评价的宏观政策及具体推进建议。
In order to accelerate the application and spread of the theory and method of 3C -nasea TBI' s performance evaluation, it is necessary to verify its properties of system, science and validity. Ten TBI' s in the area of Yangtze River delta were chosen as samples. Based on the analysis of their present situation, committees of human resources for TBI performance evaluation were set up who built index systems for TBI performance evaluation based on the specific feature of TBI' s in the region. They have collected data of the sample TBI' s, completed the survey and appraisal and result analysis. Accordingly, some advices for formulating macroscopic policies to spread this TBI performance evaluation method are put forward.
