"新型农民"的可能性前提是农民能够自觉行使公民权利和履行公民义务。培育"新型农民"首先必须激发和提升农民的公民意识,才能使农民与市场和政府的平等对话以及农村公民文化的传承成为可能,进而真正成为"新型农民"。
