加强廉政文化建设,有利于发挥教育的基础性作用,不断筑牢党员干部拒腐防变的思想道德防线;有利于发挥教育的先导性作用,努力形成"以廉为荣,以贪为耻"的良好社会风尚;有利于发挥教育的治本功能,探索完善预防腐败工作的有效途径。开展廉政文化"进机关、进社区、进农村、进学校、进企业、进家庭"活动,开创了达州市廉政文化建设的新思路。为构建长效机制,必须建立健全廉政文化建设的领导机制、激励机制和保障机制。

Enhancing the clean government building is beneficial to bring the fundamental role of education into play and consolidate the ideological and political frontier of the Party members＇ capacity to anti - corruption. It is also helpful to intensify the leading function of education to form the good social tide of ＂cleanness as an honor, greed as a dishonor＂ and as well the function of education in fixing the root so that an effective approach to bettering corruption protection can be found. This paper puts forward the new thought to open the cultural system of building a clean government through the activities of ＂into the public authorities, into the communities, into the country, into the schools, into the enterprises, into the families＂. To construct the long -lasting mechanism requires bettering the leadership mechanism, stimulation mechanism and guarantee mechanism in the construction of a clean government culture.
