摘要
2001—2007年区域创新能力呈现了一个逐步分化和持续上升的趋势。创新资源正在从单一地区的绝对优势发展为多个地区的强势,资源分布趋于合理;创新产出处于快速发展阶段,无论在专利还是在人才培养和价值创造上,基本都处于快速增长阶段;部分发达地区在创新辐射能力方面越来越发挥重要的辐射和带动作用;持续创新能力在略有波动中保持了提升的趋势;创新网络尽管还不完善,但网络能力正在蓬勃发展和积极构建之中。概括来讲,21世纪头7年的创新要素发展过程是中国区域创新能力较快全面提升的阶段。
There is the trend of gradual differentiation and persistent rise in regional innovative ability from 2001 to 2007. The innovative resources have changed from absolute superiority in single region to the advantage in several regions and resource distribution tends to be reasonable. Innovative output develops rapidly. The patents as well as talents education and value creation increase rapidly in the whole. The innovative radiation ability of some developed regions is increasingly important in radiation and promotion. The persistently innovative ability has kept the rising trend during slight fluctuation. In spite of imperfect innovative network, the network ability is being vigorously developed and actively constructed. Generally speaking, the developing process of innovative elements in the first 7 years of 21th century is the phase for China＇s regional innovative ability being overall enhanced.
