分析环境综合评价的影响因素,建立环境综合评价指标体系,包括社会生活系统、环境经济系统、环境资源系统、环境技术系统和环境管理系统.运用模糊层次分析方法对我国2006年的环境状况进行综合评价.该方法同普通层次分析法的区别在于判断矩阵的模糊性,能够简化人们判断目标相对重要性的复杂程度,借助模糊判断矩阵实现由定性向定量的转换,评价结果可信度较高.

The comprehensive appraisal of environment is a work of environment management,and it is also a base of making and enforcing environmental policies.This paper analyzes the factors of comprehensive environment appraisal,and builds a comprehensive index system on which our appraisal is based,and thus make the appraisal of Chinese environmental circumstance in 2006 by the method of fuzzy and AHP.The method of fuzzy and AHP is a way that combines qualitative and quantitative indexes.The difference is the fuzzy of justice matrix between this method and the ordinary AHP.This method simplifies the complexities when people justify the relative importance.The conversion becomes very easy from qualitative appraisal to quantitative appraisal by fuzzy justice matrix,thus the appraisal results is more believable.
