摘要
采用层次分析法集结多个专家的配水意见形成了一种水权配置模型,同时将专家能力本身的认可度作为层次分析法的评价目标进行评价,客观、合理。结果表明,这种方法在区域水权初始配置中效果很好。
A kind of water rights allocation model is proposed in this paper. The opinions of different experts on water rights allocation are considered together by AHP（Analytical Hierarchy Process） in the model. Furthermore, the approval degree of the ability of the experts are also evaluated in the model. Therefore, it is a scientific and practicable kind of method in reality. The results represent that this model can be well applied in regional water rights allocation.
