金融服务“三农”与商业化运作矛盾的政策支持研究

The Studying of the Coordination Agrarian Finance Serves "three Agricultures" and the Policy Being Commercialized Operating Contradiction Supports

实践表明,农村金融发展不仅仅是农村金融体制改革以及纯微观层面的产品创新、经营机制转化的问题,农业本身的弱质性决定了农村金融发展还是国家的政策性问题,即农村金融发展需要有别于城市金融的政策环境。文章从多年来我国农村金融改革的政策框架出发,通过与我国城市金融政策环境的比较,探寻我国在支持农村金融发展的政策方面存在的差距,最后提出进一步加大我国农村金融发展的政策支持力度的建议。

Practice indicates the problem that the agrarian finance develops not only being rural area reform of the banking system and pure microcosmic tier of products soft and management system changes, self weak policy problem questioning nature having decided an agrarian finance developing being still the country , namely rural area finance develop needing to have pinning up a poli- cy environment in city finance. The thesis is reformed from our country agrarian finance policy frame many years starts off , pas- ses the comparison with our country city financial policy environment , fishes for the gap that of our country there exists in policy aspect developing in support agrarian finance, submit the suggestion increasing the policy supporting strength that our country agrarian finance develops further finally.
