基于生态系统服务功能价值理论的土地利用规划环境影响评价-以安阳市为例

The Environmental Impact Assessment of Land Use Planning Based on the Theory of Ecosystem Services Value:Taking Anyang as an Example

研究目的:对土地利用规划环境影响的评价方法进行实证研究,为土地利用规划修编提供依据。研究方法:以生态系统服务功能价值理论为基础,结合区域实际确定安阳市各种土地利用生态系统的单位面积服务功能价值,根据安阳市规划期内的各种土地利用类型的面积变化,预测安阳市新一轮土地利用规划初步方案实施前后生态系统服务功能总价值的变化,评价实施规划将产生的生态环境影响。研究结果:安阳市2004—2020年土地利用规划初步方案是切实可行的,方案的实施将给安阳市带来良好的生态环境效益。研究结论:生态系统服务功能价值理论的引入,实现了土地利用规划环境影响定性分析与定量评价的结合,对正确制定土地利用决策具有意义。

The purpose of this study is to contribute to the upcoming revision of land use planning through a case study of environmental impact assessment of land use planning. Method of ecosystem services value was applied to assess the environmental impact of the land use planning by calculating the ecosystem services value of actual and future land use types in Anyang. The results show that the land use planning is feasible and will have satisfactory ecological benefit after implementation. It is concluded that the introduction of the theory of ecosystem services value realizes the combination of qualitative analysis and quantitative assessment of environmental impact of land use planning. It is significant to the revision of land use planning.
