摘要
研究目的:分析建设用地集约利用的意义、制约因素与对策。研究方法:建立土地配置微观模型,实证检验土地集约利用的宏观功能,应用归纳、演绎法探讨土地集约利用的问题与出路。研究结果:土地集约利用是私人自利行为的结果,土地集约利用水平提升有利于降低经济发展中的土地代价,但面临着经济与制度双重约束。研究结论:加强规划引导控制、健全土地市场体系、完善利益导向机制、强化产业用地管理、深化区域经济合作、积极推进土地整理等是转变土地利用方式,促进土地资源高效集约利用的重要举措。
The purpose of this paper is to find the importance, obstacles and policies of intensive use of land for construction. Modeling and positive test were used to identify micro sources and macro function of intensive use of land for construction while methods of inclusion and deduction were employed to find obstacle and solutions for intensive land use. Results show that intensive land use is the outcome of selfish individual behavior, which may contribute to land saving in economic development and would be constrained by economic and institutional factors however. The main instruments to improve intensive use of land resource China are as follows: to strengthen the planning regulation, to improve the land market, to perfect the land interest mechanism, to enhance industrial land management, to deepen regional economic cooperation and to boost land rearrangement.
