分析了国家和省级节能降耗优惠政策的实施对局部地区工业企业带来的扶持,从而产生区域性产业结构调整、产品结构调整、附加值提升的积极作用,阐述优惠政策对区域性经济结构的影响,同时分析了国家政策的局限性,并根据实际工作经验,探讨了节约能源资源,促进区域性经济增长方式转变的政策建议。

Benefits from the implementation of national and provincial energy saving ＆ consumption reducing preferential policies to industry enterprises in some area were analyzed, which bring to positive effects such as regional industrial structure adjustment, product structure adjustment, and improvement of added value. Effects of preferential policy on regional economic structure were introduced, the limitation of national policy was analyzed, and some suggestions were given.
