摘要
邓小平人才思想是邓小平理论的重要组成部分,党的第三代领导和第四代领导进一步发展了邓小平人才思想。在人才的地位和作用方面,提出人才资源是第一资源、人才强国战略;在人才的科学内涵方面,提出科学人才观,对人才的定义作出了科学的界定;在人才的教育和培养方面,提出构建终身教育体系、人力资源能力建设理论,重视创新型人才培养;在人才的选拔和使用方面,进一步创新了人才的选用标准;在人才的管理和保障方面,提出营造"四个尊重"的环境氛围、完善分配制度、创新激励机制和坚持党管人才原则。
Deng Xiao-ping's theory on talented people, which was further developed by the 3rd and 4th generation of leadership of the CPC, is an important part of Deng' s theories. On the roles of talents, human resource is of first priority in all resources and it is of strategic value for China's rise; on the scientific connotations of talents, the scientific philosophy on talents was put forward, and the concept of talents was defined; on fostering talents, the theories of life-long educational system, improving the human resource capacity, paying attention to the fostering of creative talents were proposed; on selecting and making full use of talents, a new enrolment standard was raised; on managing talents, the principal that building an atmosphere of “Four Respects”, improving the distribution system, innovating the motivation mechanism, and the Party responsible for talents was put forward.
