政企关系视角下国有企业委托链太长问题的两维阐释

The Two-Dimensional Explanation under the View of Government-enterprise Relationship in the Problem of Long Entrust Chain of State-owned Enterprise

面对当前政府与国有企业之间委托链太长的问题，从宏观维度讲需要进一步落实国有企业所有权；明确划分各级政府作为出资人的责任、权利和义务，从微观维度上讲则需妥善解决国有企业“内部人控制”问题。这是减少中间委托人、防止国有企业委托链太长的前提。这也要求我们在实际工作中必须从以下两个方面入手：从政府这一纵向维度上讲就是要设立明确的国有资产所有者的人格化代表；而从国有企业这一横向维度讲则是要加快建立相互制衡的、规范的国有企业运行机制。只有从委托链的两端入手，采取强有力的措施，才能有效解决国有企业委托链太长的问题。

The current entrust chain between the government and the state-owned enterprise is too long. To solve this problem, from macro dimension, we should further carry out the ownership of state-owned enterprise; from micro dimension, we need to solve the "insider control" in state-owned enterprise properly. Those are the conditions to reduce clients and shorten the entrust chain. During practical work, it also requires to implement from two aspects. From longitudinal dimension, the government aspect, we need to set up an explicit state asset owner personification representative; from crosswise dimension, state- owned enterprise, we need to build normative running mechanism in state-owned enterprise. We can only shorten the entrust chain from dealing with the both ends of entrust chain.
