过去两年中我国对改革的反思和辩论的核心问题是改革的合法性问题。"合法性"在法律、哲学、政治学上有不同的内涵。我国改革的合法性基础需要从意识形态、政绩型的合法性向法治型的合法性转型,为此改革必须法治化,依法改革。

The core of the reflection and debate on reform policy is legitimization of reform,which has different meanings in the field of law,philosophy and political science respectively.Reform should be legalized in order to make the validity foundation of reform transferred from ideology and performance to governance by law.In order to realize this,reform should be legalized and operated under law.
