With the rise of the scientific and technological revolution,there appears a new trend in the increase of investments in the field of science and technology in the world,particularly in some innovative countries such as the United States,Germany,Japan and South Korea,their advantages are closely connected with their huge investments in these fields.This paper explores the current situations and the policy and experience in these technologically advanced countries.Suggestions and solutions are put forward for our country to learn from these countries in order to improve our system in the investments in the field of science and technology.
