对我国社区学院发展的思考——基于中美社区学院的比较分析

Consideration on the Development of Community College in China——Based on Comparative Analysis between China and America

从社区学院的发展、基本功能、管理体制、经费投入以及师资队伍建设五个方面比较中美社区学院的异同得出：我国的社区学院虽然呈现出良好的发展态势，但尚未成为真正推动经济发展和社区建设不可或缺的力量。制约我国社区学院未来发展的瓶颈因素可概括为：国家政策、经费来源、政府管理边界、社区学院性质、师资队伍建设。建议：借鉴美国经验，重点发展转学教育；引入社会资金，实行合作协作办学；各方积极参与，加强师资队伍建设；优化资源配置，实行低价收费政策。

Comparing community colleges between China and America from the aspects of development, basic functions, management system, financial input and construction of teaching staff show that, although the development of community college in China is optimistic, it hasn＇t become necessary driving force for economic development and community construction. The bottleneck factors restricting future development of community colleges can be summarized into national policy, financial resources, governmental management borders, property of community college and construction of teaching staff. The suggestions are： refering American experiences and attaching importance to develoPment education for transferring schools; attracting social fund and running school cooperatively; positively participation by various sides and strengthening the construction of teaching staff; optimizing resources collocation and implementing low tuition policy.
