摘要
农村文化战略已经走过了以保障农民的文化参与权和文化享有权为核心的发展历程。当前的新农村文化发展战略应以"科学发展观"为指导思想,以"建设农村和谐文化、培育乡间文明风尚"为奋斗目标,以加强思想教育、科学技术教育、传统文化教育为主要内容,以农民群众为主导的多元主体参与为条件,保障农民以文化享有权和文化创造权为核心的各项文化权益。
The rural Cultural Strategy has made a path protecting farmers＂ culture rights from participation to enjoyment. Nowadays the cultural development strategy of new socialist countryside should protect all kinds of culture rights of farmers, the heart of which is culture participation and enjoyment. In order to realize it, we must make sure that ＂the scientific outlook on development＂ is its guiding ideology, ＂foster a rural culture of harmony and cultivate geoponie civilized practices＂ is its aim, ＂education of ideological, technology and traditional culture＂ is its main content and ＂farmers is main body and many members participate＂ is its practical condition.
