This paper points out that Hong Kong Return brings about two things, one is that any policy and countermeasure which benefit Hong Kong will feed back to the mainland of China, the other is that one step made by the mainland of China will be felt by Hong Kong. CEPA and free action program are two great gifts for Hong Kong and can keep Hong Kong prosperous. It brings forward that CEPA and free action program has boosted the reform and opening up of the mainland of China and promoted the economic integration of the mainland of China and the world, so they are great girls for the people of the mainland of China as well. It finally brings forward that CEPA and free action program will get much more progress as time goes on.
