As a headstream in urban planning system, general urban planning plays an instructive role for each specific urban planning. So, taking the assessment on environmental impact into the general urban planning will contribute to the reduction of environmental pollution, ecological demolishment and the cost of environmental protection, and then improve the urban sustainable development. Combined with the characteristics of general urban planning and the requirement for the assessment on environmental impact, this paper discusses the key points of the assessment on environmental impact of general urban planning in when to take into the assessment, the procedures, and the safeguarding measures in order to implement thoroughly the assessment.
