自然资源价格纠偏与优化开发区经济增长模式转变

我国十七大报告提出,推进形成主体功能区是促进区域协调发展的重要举措。优化开发区是主体功能区的重要组成部分。"十一五"规划纲要赋予了优化开发区"改变依靠大量占用土地、大量消耗资源和大量排放污染实现经济较快增长的模式"。大量占用土地、大量消耗资源和大量排放污染的经济增长模式的根本原因在于自然资源价格偏低。优化开发区要转变这种粗放的经济增长模式,就必须进行自然资源价格纠偏。

The reports of our country＇s 17th Congress proposed that advancing the formation of the major functional areas is the important initiatives to promote the coordinated regional development, optimizdely developed area is the important component of the major functional areas. ＂The 11th Five - Year＂ plan summary program for the optimizdely developed area to ＂change the economic growth mode of mainly relying on occuping large number of land, the mass resources consumption and the massive emissions pollution massively to realize the economical rapid growth＂. The fundamental reason of the large number in occupied land, the mass consumption resources and the massive emissions pollution massively is the low prices of natural resources. To change such extensive economic growt mode, optimizdely developed area must correct the natural resources price.
