“以能力换技术”战略推动FDI对我国自主创新的溢出效应

"Capacity for technology" push spillover effect of FDI on China'S independent innovation

采用1998—2005年东、中、西部区域的相关统计数据,对外商直接投资在中国自主创新方面的溢出效应进行了计量分析。结果表明,外资对我国各地区的专利申请数量产生了显著的溢出效应。并且内外资企业之间的能力竞争对二者的创新活动有着明显的促进作用。基于上述实证结果,提出了"以能力换技术"战略,即随着内资企业吸收能力的增强,必然会促使外资企业加快新技术引进,由于溢出效应,内资企业自主创新能力会逐渐提高,从而导致新一轮的外资引进和溢出。

This paper discusses the spillover effects of FDI on independent innovation in Chinese three regions by using statistical data from 1998 to 2005. We find positive effects of FDI on the number of patent application each region. Also the capacity competition between domestic companies and TNCs has obvious pushing effect. Baaed on above empirical rescarch,we put forward＂Capacity for technology＂strategy, which indicates the improvement on the capacity of domestic companies will push attracting and spillover of foreign new technology by capacity competition between domestic companies and TNCs.
