为实施“纲要”描绘的宏伟蓝图，文章不仅分析了当前我国城市发展、城市规划和城市生态环境方面存在的突出问题，阐明了相应的解决途径，而且还从产生问题的根源，论述了加强我国城市科学研究的迫切性，并提出了从改革教育、培训人材做起，实施科教兴国战略的切实可行建议。

In order to realize the Magnificent Blueprint igured by Outline of the Nineth Five-Year Plan (1996-2000) for National Economic and Social Development and Long-term Target for the Year 2010, the paper not only analysed outstanding problems about urban development, planing and ecological environment in our country, expounded the relevant ways to solve these problems, but also discovered the urgency of strengthening science research on urban problems from the origin of producing problems, and represented practical proposals that we carry out the strategy of prospering nation by science and education, have to do from education reform and manpower training.
