摘要
本文对灵活就业农民工退保导致的逆向收入再分配、社会保障体系出现漏洞和农民工利益受损等负面效应进行了理论分析;对农民工退保问题提出了政策建议:消除农民工退保导致的逆向收入再分配,设计符合灵活就业人群的社会养老制度。
The present text analyses the reasons why migrant labors quitting social protection and the resulted reserve income redistribution, the loopholes in social protection system and the loss of interests of the migrant labors in doing so. The policy recommendations are made to eliminate the causes for the migrant labors to quit and the designing of social protection system suited for them.
