在农业生产具有很强的季节性特点的情况下,只有考察季节性剩余劳动力,才能大致掌握各个非农部门的劳动力供给潜力。本文的研究显示,那些密集使用临时转移民工的非农部门劳动力供给是非常充裕的;而密集使用常年转移劳动力的部门,却可能会出现季节性缺工现象。

When seasonal characteristic in agricultural production is evident, the investigation should be concentrated on the estimation of seasonal surplus labor. Only by doing this, can we master the potential of labor supply of different non-agriculture section. The research of this paper shows that while those sections intensely employing temporary labor have enough potential, those employing perpetual labor may encounter the threat of seasonal scarcity of peasant-workers
