论城市规划适应经济增长方式的根本转变

On Fundamental Transition of Urban Planning Following the Way of Economic Growth

本文阐述了经济增长方式与生产力发展的关系；分析了在传统计划经济体制下粗放经营对城市建设的影响，主要表现为：引发城市职能失衡、导致基础设施“欠帐”、造成土地资源浪费；针对市场经济体制下经济增长方式向集约型转变的战略举措，提出了城市规划要适应这一根本转变的对策，即：节约资源利用、提高投入产出效益，结合产业调整、实现结构优化效益，引导要素集中、形成规模经济效益，增强科技含量、促进科技进步效益．

This paper expounds the relationship between the way of economic growth and the development of productive forces, analyzes the influence that extensive operation concerns urban construction under traditional planned economic system. Under market economic system, the way of economic growth is transformed to intensive way. Urban planning should adapt its thinking to this fundamental transition.
