摘要 基于强Pareto原则提出了一种新的偏爱规则,此种规则有Pareto原则的特性且构成序,成为SWF(社会福利函数),并且满足Arrow提出的3个公理:无限制定义域条件、Pareto原则和非独裁性。 A new preference rule based on Pareto regulation, is given out it has the character of the Pareto regulation and makes an order. The new regulation makes a SWF（ social welfare function）, and it satisfies the three axiom of arrow＇s ： unlimited definition, Pareto regulation, arrow＇s axiom.
