The Securitization of Global Public Health Issues——A Study of the Case of Transformation of WHO Norms

摘要 "哥本哈根学派"的"安全化"理论为安全研究提供了一种宽泛的新研究路径。该理论认为,如果通过话语行为将一项公共议题作为"存在性威胁"提出,需要采取紧急措施,以及能够证明这些措施超出了政治程序正常限度但仍然不失为正当,从而导致新规范的产生、普及乃至内化,那么该项议题就被安全化了。世界卫生组织本来是一个中立性的、技术性的、处理全球公共卫生问题的多边机构,然而跨国传染病和生物恐怖等问题的出现在一定程度上改变了该组织的规范。世界卫生组织的规范变迁反映了全球公共卫生问题安全化的趋势。 Mainstream scholars on security studies seldom expand the agendas of security studies from national security to other fields.Both the neo-realists and neo-liberalist are no exceptions.Securitization theory provides security studies with an expansive new approach.The theory stipulates that an issue can be securitized through the rise,popularization and internalization of new norms when a public agenda is presented as an 'existential threat' through speech acts and urgent measures are needed,which prove reasonable even if they go beyond the normal limits of political procedures.WHO is a neutral and technical multilateral organization dealing with global public health.To some extent,the spread of infectious diseases and the imminent threat of bioterrorism transformed original norms of WHO,which reflects the tendency of global public health issues being securitized.
