欧盟在几十年一体化过程中所构建的独特原则和价值,使欧盟的发展模式成为了一个更具有吸引力的规范性样板,发挥着对世界事务的影响力,也带动了学者们对欧盟特性的研究。欧盟在国际关系中的特性不仅体现在民事力量和军事力量方面,更是在一系列规范性标准之上构建起来的。而欧盟在国际上也是遵循这些规范性标准来行动的。欧盟认为自己处理国际问题的方式和成功的多边治理经验有更为广泛的推广价值,也相信不断发展的欧盟为世界提供了在政治上、伦理上、思想上更先进、更适合全球化的未来的全新规范性标准,即所谓的新欧洲模式。

The unique principles and values of the European Union constructed in the course of decades-long integration,make the development model of the European Union a more attractive normative model,influencing the affairs of the world,and motivating the study on the European Union's characteristic by scholars.The characteristic of the European Union in international relations is not only reflected in civil power and military power,but is also constructed on a series of normative standards.And the EU,follows these normative standards to take action in international politics.The European Union thinks that the way it deals with international problems and successful multilateral governance has the value for popularization,and believes that it has offered the world a brand-new normative standard which in terms of politics,ethics,ideology,are more advance and suitable for future globalization,namely the so-called new European mode.
