结构失调与效应弱化——农业财政支出对农村经济发展的效应探析

Structure imbalance and effect weaken──probing into agriculture finance expense's effect on countryside economy development

农业财政支出是农村重要的公共资源,是农村公共产品的主要来源。通过对农业财政支出结构和功能进行分析发现:农业财政支出在农村经济发展过程中发挥的公共产品经济正外部性效应不显著,针对这种现象,本文提出了提升农业财政支出发挥公共产品正外部效应的几点建议,主要包括建立统筹城乡公共产品供给制度,优化农业财政支出结构,加大对农业科技、产业调整和剩余劳动力转移等,以优化公共资源配置,在城乡之间真正形成以工促农、以城带乡的长效机制。

Fiscal expenditure for agriculture is an important source of public resources and public goods for countryside.According to the analysis of fiscal expenditure＇s structure and function,positive externalities of fiscal expenditure for agriculture are not obvious in the process of rural economic development.In view of this phenomenon,the paper points out some suggestions to promote positive externalities of fiscal expenditure for agriculture,such as establishing the system for the overall allocation of the rural public products supply in both urban and rural areas,optimizing the structure of fiscal expenditure for agriculture,strengthening agricultural technology,industrial adjustment and the surplus labor transfer.Thus the allocation of the public products can be optimized and the long-term mechanism can be formed to promote the development of agriculture with industry,bring along the development of the countryside with cities.
