新时期煤矿技术改造的思考

Considerations on Technological Transformation of Coal Mines in the New Historical Period

回顾了我国煤矿技术改造的历史，认为实现“九五”期间和2010年煤炭规划目标，首先要稳定现有矿井生产能力，加大技术改造力度。提出新时期技术改造的总思路是：依托现有企业的基础，坚持以市场需求为导向，以提高经济效益为中心，以矿区综合改造为着眼点，整体推进国有重声、煤矿、地方国有煤矿、乡镇集体煤矿的技术进步；本着以煤为本，注重效益，调整结构，综合开发利用矿区的煤炭资源、共伴生矿产资源和其他自然资源，实行适度规模经营，协调改造，积极进取，量力而行，分层次梯度发展，滚动前进的方针。充分利用企业现有的物质、技术条件，人才条件和管理基础，采用国内外先进技术和适用技术以及管理经验，对企业进行改造，以适量的增量资产，促进原有生产要素的优化配置，努力提高企业和全行业的技术水平、管理水平和整体素质，并且把企业的技术改造，同推行现代企业制度，改进和加强企业的全面管理结合起来。

The history of the technological transformation of coal mines in China is reviewed, holding that to fulfill the objectives of the program for developing the coal industry during the the Five -Year Plan period it is the first task to stabilize the current productive capacity of operating mines and speed up their technological transformation,and a proposal of general ideas for technological transformation in the new historical period is put forward with three patterns and five key areas of the transformation.
