摘要
本文借鉴Wang和Wheeler分析中国水污染收费制度的研究方法，构建“均衡污染”模型，采用1994-2002年中国各省的面板数据，考察跨行政区流域污染这一越界负外部性对各地区环境规制强度的影响。实证研究发现：工业化程度的提高未能显著改善环境污染状况，地理区位对各省环境规制强度影响显著。上游地区具有搭便车向下游转移污染的激励，一定程度上导致了流域水质的整体恶化。本文对中国流域污染的规制效率偏低问题提供了一个更完整的解释。
Based on the method developed by Wang and Wheeler in their study on pollution taxation in China, this paper constructs an “equilibrium pollution” model to examine inter-provincial river-basin pollution in China. With panel data of 1994-2002, we then study the effects of provincial water pollution regulation. We find that upstream regions have free- rider incentives to transfer pollution to downstream, which worsens water quality of the whole river-basin. This paper gives a comprehensive understanding on the low regulatory efficiency in water pollution control in China.
