The rapid development of the modern technology is followed by the dramatic increase in the capability and cost of complex system. Hence, it demands us to enhance our cost management and control to be more competitive. The foreign military and defense industries represented by NASA have widely adopted a series of cost management and cost estimation methodologies as Continuous Cost Risk Management （CCRM）, Cost As An Independent Variable（CAIV）, Lift Cycle Cost （LCC）, Parametric Cost Estimating, and Earned Value Management （EVM）, which have been influentially effective.
