摘要
西蒙从决策制定过程出发,重新审视管理组织问题及人类理性抉择的本质,提出管理就是决策的著名论断和以有限理性和满意准则为核心的管理决策理论,其在公共行政领域的主要贡献主要集中在实证取向的方法论的建立上。从逻辑实证主义的认识论、简化变量的研究方法、新颖独特的学科视角以及对传统理论的继承和扬弃四个方面对西蒙的贡献进行反思是必要的。
Simon put forward a famous inference that decision making is the heart of administration and the key point of his theory is that a right decision should be made by bounded rationality and satisficing rule. He draws this inference by review the study of organization management and the nature of human rational choice from the process of decision making. His contribution on public administration mainly focuses on the methodology of positive re- search tropism. This thesis gives a recollection on Simon' s inference from four aspects : epistemology in logic positivism, study means of simplify variable, new and special angel of this subject and how to carry on and discard traditional theory.
