“档案执法监督”质疑

"档案执法监督"是沿用至今的传统说法,但不准确不规范。本文认为,所谓的档案执法监督主要是指档案行政执法,也包括部分档案行政执法监督。县级以上档案行政管理部门既是档案行政执法主体,也是档案行政执法监督的重要主体,同时还是档案行政执法监督的客体。相对而言,目前当紧的是大力开展档案行政执法,因为档案行政执法监督的目的就是为了加强和改善档案行政执法,规范档案行政执法行为,使档案法律法规得到更好的贯彻和落实。

Archives ＇ execution and supervision is a traditional definition, but not exactly. In this paper,so-called archives＇ execution and supervision just means administrative execution, sometimes including part of archives＇ work. Those administrative departments, in the upper organization than these in country, are the subject and the object in archives＇ execution and supervision at the same time. At present the main work is＇ to enhance and improve administrative execution. Further standard executive action ensure those regulations are put into effect.
