农村残疾人救助与扶持模式研究——以北京市怀柔区和延庆县为例

Mode Analysis of Salvation and Support for Rural Disabled People——Take Huairou District and Yanqing County in Beijing for Example

社会保障和扶贫是农村残疾人工作的重点,主要包括以保障残疾人及其家庭成员基本生活为主的救助和以促进残疾人家庭增收为主的扶持两大方面。笔者在调研的基础上,总结了京郊农村残疾人救助与扶持基本模式,分析了救扶工作中存在的困难与不足,并有针对性地提出了相关政策建议。

Social security and anti-poverty are key points on the work for disabled people in rural area, mainly includes the salvation based on maintaining the basic livelihood of disabled people, and the support given priority to promote income of disabled household. The article summarizes the main modes of salvation and support for rural disabled people in outskirt of Beijing, analyzes the difficulty and insufficiency in rural disabled people projects, and puts forward certain relative policy advices pertinently.
