In recent years, the telecommunication and the Internet compete and convergence each other increasingly in regard to the services and networks. With the evolution of IP technology, telecommunication operators are facing fierce impact from the Internet and are forced to reduce costs and enhance efficiency . Such factors promote the evolution of telecommunication networks from traditional TDM networks to IP-based networks, thus the operators＇ network structure are optimized and new technologies are introduced. For the operators, network operation and maintenance system and the IP carrying network are issues to pay attention to for further evolution to IP-based networks. In short, on the way to IP- based network there are still many issues to be studied in-depth.
