摘要
为解决供电企业传统收费模式中存在的手续繁琐、信息不畅、统计不准、工作量大、易发生服务纠纷、资金风险大等弊端,利用银行网点多、分布广的优势,设计了银电联网收费系统。详细论证了该系统的设计原则、系统组成、网络架构、功能设计及安全机制等设计环节,依靠计算机及网络技术,实现了银行代替供电公司以实时代收、批量代扣等方式收取电的设想,克服了传统收费模式的弊病。银电联网收费系统已经投入实际使用。运行情况表明,该系统实时、安全、稳定等性能良好,具有容量和功能的可扩展性,并且充分实现了银行和供电企业双赢的规划目标。该系统具有很好的实际推广价值。
To solve the flaws in the traditional charging system of power supply enterprises, such as too many procedures ,datum-pausing ,inaccurate statistics, huge amount of work, troublepausing in service and fund-risk and so on,a new charging system of the bank and power supply enterprise network is established by the way of taking advantage of widely distributed operations. The paper discusses in detail the designing principles, system constitutions, network structure, function design and safe mechanism etc. The system realizes the conception of charging instantly or paying by instalments and overcomes the traditional flaws. The system has been put into use now. The operation of the system shows that it has perfect performance ,can be expanded both in its capacity and functions and achieves the"win-win'to both bank and power supply enterprises, which has great value in extending its usage.
