The current development of our country enters crucial period,and reform enters to assault fortified positions stage. Along with the fast economic development and the main diversification of benefit, various contradictions are stressed increasingly. Solving these contradictions and problems and building socialist harmonious society need not only the function of government but also the develop ment of nongovernmental organization vigorously and actively with great efforts to efficiently develop its sociality, public welfare and service, contribute strength to harmonious social construction.
