The disadvantaged groups that dont have the information culture and technology will be sunk in the predicament. Therefore, to use the high new technology of network in order to push forward the disadvantaged groups to enter the social information exchanges without obstacle, the construction of the information mechanism of the disadvantaged groups has imoortant realistic meaning.
