The Emergence of EU Policy Community and Its Connotation

政策共同体是一种强调参与角色多元、参与方式平等并由共同信念支撑的正和结构。《马斯特里赫特条约》关于社会伙伴程序的规定是欧盟政策共同体形成的法律基础,父母假协议的缔结则在实践上使之得到巩固和完善。虽然欧盟政策共同体因吸纳公民社会行为体而具有较强的包容性和开放度,但其内部的制度倾斜及其有限的民主合法性却导致其立法效果并不突出。

Policy Community is a model of policy - making among different agents at different levels. The regulations of social partnership procedure in Treaty of European Union are the legal foundation for the formation of EU Policy Community, on which the sign of the treaty is consolidated and improved in practice. Though EU Policy Community is highly inclusive and open in taking in the citizens＇ behavioral patterns, its legislation is not so effective because of the imperfect inner institution and limited legality of democracy.
