广州市内环路工程环境影响后评估研究 被引量:2

Post-evaluating the impact of Guangzhou Inner-Ring Road on the city's eco-environment

摘要 为了评估重大交通项目(全周期)对环境的影响,需要对交通项目进行环境影响后评估。以广州市内环路工程为例,介绍了工程概况和在工程的准备、施工和运营过程中各项环境指标的监测结果以及采取的环保措施。建立了交通项目环境影响后评估的指标体系,指标体系包括3个阶段的22项具体指标。指标体系考虑了交通项目准备、施工和运营过程中的环境影响,并加入了公众参与和居民满意度等指标来反映居民意愿。根据各指标的监测值和专家意见,结合定量和定性分析,利用AHP-模糊评价方法对内环路工程进行环境影响评估。评估结果为72.322,评价等级属于一般。相对同时期同类项目评价结果较好,但对环境造成了一定的影响,环保方面仍有改进的空间。评价方法具有很好的实用性和科学性。 The present paper is aimed at introducing our detailed post-evaluation of the impact of major transportation projects, the construction of Guangzhou Inner-Ring Road (Full life cycle), on the city's eco-environment, when it was put into operation for a certain period of time. For our purpose, we have taken the Inner Ring Road project as a case for study. To study the different stages of the eco-environmental changes with the project, we have first of all estab- lished a complete set of assessment index system, including three stages and 22 specific indexes. In the said index system, air quality, noise, vibration, water environment and some other indexes in the process of preparation, construction and operation have all been taken into account. In addition, public participation and the residents' satisfaction have also been added in the index system to reflect the earnest wishes of the residents. Thus, the environmental post-evaluation of Guangzhou Inner Ring Road project has been made in accordance with the monitoring index values and expert advice, in combination with the quantitative and qualitative analysis. AHP-fuzzy evaluation method has been taken into general use in our research with the results of the whole evaluation being 72. 322, of the general ratings by nature. What's more, the inner-ring road project passes through the center of the city, which may indeed have great impact on the eco-environment of the city' s downtown area. However, by the construction of sound barrier and sound-insulated glass, noise pollution along the project has thus been reduced greatly. Therefore, in comparison with other relatively similar projects, Guangzhou Inner Ring Road has attached closer attention into the environmental protection work, though there is no doubt that the project did create a certain impact on its environment. A good lesson has to be taken from the said project is perhaps that future projects has to pay more attention to reducing the noise impact. As to the method proposed, it is practical and scientific in terms of better evaluation impact of the said project on urban eco-environment of Guangzhou.
