十七大报告有许多创新点,特别是在发展民主政治方面,首次提出了"人民民主是社会主义的生命"的新观点;提出了"深化政治体制改革"的新论断、"扩大社会主义民主"的新思路和"落实依法治国、完善权力制约和监督、建设服务型政府"的新举措。十七大在发展社会主义民主政治方面作出的创新,为社会主义民主的发展指明了新的方向。

The report of the 17th congress makes progress in many aspects, particularly in the development of the democratic politics. It is the first time for out party to put forward the new perspective of ＂People~ democracy is the lifeblood of socialism＂. The report considers ＂deepening the reform in political system＂ as an important part of the overall reform. On the basis of the de- velopment achievements in the past several years, the report clarifies new objects and thoughts to expand people＇s democracy. Mo- reover the new measures ＂to implement the rule of law, to improve the mechanism of restraint and oversight, and to build a service oriented government＂ are put forward in this report.
