法律对个人来说是国家对个人强行的约束,而道德是公共利益对个人的要求,道德是靠说服力和劝导力、社会舆论以及风俗习惯和人们内心的信念起作用;法律则通过国家强制力保障实施。法律是对人们的行为提出禁止与许可或允许的要求,主要体现他律。道德着重对人们的内心世界提出善良与高尚的要求,是自律与他律的统一。
